Co-management meeting in Cu Lao Dung

9^th negotiation meeting

Place: An Thanh Nam Commune People’s Committee, Cu Lao Dung District

So far, we have identified co-management membership (Who?), the resources that people collected (What?), the resource seasonal calendar (When?), the tools used and whether they should be restricted (How?) and zonation (Where?). We also have started discussing the new chapter on rewards and penalties, which apply to members of the co-management group.

Today we continued the discussion on penalties, which apply to non-members. For illegal activities which do not seriously damage the forest and aquatic resources, though are contrary to the regulations:

- For the 1^st offense: the violator will be educated and s/he will have to sign a commitment form that the regulation has been understood. In the form, there will be information about next violation which will result in tools confiscated. In case hs/he is one of Vo Thanh Van’s villagers and wants to collect natural resource in the managed forest area (sustainable use and rehabilitation zones), joining the co-management group is requested.

- For the 2^nd offense: a written record will be made and the violator’s tools will be confiscated. They will be informed about administrative sanctions for next violations

- For the 3^rd offense: the violator’s tools will be confiscated and s/he will be dealt with by local authorities using administrative/criminal sanctions for theft and trespassing

Regardless of violators’ membership, any serious illegal activities which damage the forest and aquatic resources should be directly reported to Forest Protection (Kiểm Lâm) if forest/wild animals are damaged/hunted or local authorities if aquatic resources are damaged.

The RED team of 10 members who will be selected by the resource users will mainly take care of patrolling and reporting to local authorities. Supports this team were not discussed.

It was agreed that the next meeting will be held in the community house of Vo Thanh Van village with participation of all resource users to discuss the regulations so far.
