Aims of the meeting were discussion and getting approval from the start-up group as well as the 2 sub-group leaders on the Regulations of Co-operation (Co-operation Contract). The meeting had one new member, Mr. Nguyen Duy Bach, vice-head of the Border Post 634. Mr. Bach was invited by Mr. Ngo (head of An Thanh Nam commune), because he will be one of the members of local authority group in later negotiation steps with local people.
